Project Description
San Francisco Public Works (Public Works) announces a Request for Proposal (RFP) issued to the pre- qualified and short-listed Construction Managers/General Contractors (CM/GC) to submit a competitive proposal to provide pre-construction services (i.e. construction management, value engineering services) and construction services (general contracting services) for the Zuckerberg San Francisco General (ZSFG) Building 5 Seismic Upgrade and Renovation (“ZSFG Renovation”). ZSFG Building 5 Facility is located on the ZSFG Campus, 1001 Potrero Avenue, San Francisco, CA 94110.

Requirements
  1. The City has pre-qualified and short-listed four CM/GC firms through the Request for Qualification (RFQ) process. The pre-qualified CM/GC firms have demonstrated proven experience in constructing or renovating major building projects that are under Office of Statewide Health Planning and Development (OSHPD) jurisdiction, as well as projects that require complex construction phasing and logistics sequencing that needs to be fully integrated with all required infection control protocols in an occupied hospital environment. Only the following pre-qualified short-listed firms are invited to submit a Proposal in response to this RFP (listed alphabetically): 1. The Boldt Company 2. Build Group Inc 3. Charles Pankow Builders, Ltd 4. Webcor Construction, LP dba Webcor Builders
  2. Work shall comply with all applicable building codes and regulatory agencies’ standards having jurisdiction over the design, construction, and operation of the ZSFG Building 5 Facility. All ZSFG Projects are permitted through the Office of Statewide Health Planning and Development (OSHPD) as an OSHPD-1 facility.
  3. The total number of projects to be included as part of the overall CM/GC contract is anticipated to be at least eight (8) separately permitted OSHPD projects with a cumulative construction budget estimated to be in the range of $80 - $90 million.

  5. A mandatory RFP Informational Conference for the pre-qualified firms will be held at 10:00 AM on December 16, 2019 at ZSFG Campus, 1001 Potrero Avenue, San Francisco, CA 94110, Building 40, 4th Floor, Main Conference Room and then followed by a site visit through the project locations in Building 5. Written questions regarding the RFP shall be directed to Lindsay Hu at lindsay.hu@sfdpw.org no later than 4:00 PM on January 8, 2020.
  6. Respondents shall submit their RFP Application submittal documents no later than 4:00 PM on January 22, 2020 addressed to: San Francisco Public Works Project Management Division 30 Van Ness Avenue, 4th Floor San Francisco, CA 94102 Attention: Lindsay Hu / Joe Chin Project: CM/GC RFP for ZSFG Building 5 Seismic Upgrade and Renovation
  7. Late submissions will not be considered. Postmarks will not be considered in judging the timeliness of submissions. Proposals submitted by fax or electronic mail will not be accepted.
  8. The requirements of the Local Business Enterprise Ordinance set forth in Chapter 14B of the San Francisco Administrative Code as it now exists or as it may be amended in the future (collectively the “LBE Ordinance”) shall apply to this RFP.
  9. To be eligible for award of this contract, Proposers must agree to comply with the following Local Business Enterprise (LBE) requirements authorized by San Francisco Administrative Code Chapter 12B, Section 12B.4, and Chapter 14B (where applicable), and their implementing Rules and Regulations.
  10. For more information regarding the Contract Monitoring Division (CMD) requirements, see also Section XIV and Appendix I of this RFP.
  11. No contractor or subcontractor may be listed in a bid or awarded a contract for a Public Works project unless registered with the DIR as required by Labor Code section 1725.5 [with limited exceptions from this requirement for proposal purposes only under Labor Code section 1771.1(a)].
  12. Minimum wage rates for this project must comply with the current General Prevailing Wage as determined by the State Department of Industrial Relations. Minimum wage rates other than applicable to General Prevailing Wage must comply with San Francisco Administrative Code, Chapter 12P, Minimum Compensation Ordinance.
  13. In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $600,000 is awarded by the City and County of San Francisco until such time as the Mayor or the Mayor's designee approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
